Cochlear implant are usually regarded as a savior by audible range parents with deaf children, but as an intruder by several in the Deaf community.
I'd do a google rummage through of both testimonials, and of opinions by Deaf or Hard of Hearing individuals. The answer to the question you proposed will be at variance, depending on which group with whom you align yourself.
