There's two sides to the coin here: life and trait of life. The surgery that could restore function of walking would work to help out his quality of existence but since the injury is not an immediate difficulty to his life, they are not obligated to do it. It's an age outdated medical ethics dilemma. Just because we own the technology doesn't always close-fisted that we have the duty to execute it every time. Unfortunatly, if insurance won't cover it the surgery will have to be done out of pocket or not at adjectives :(
