Ok I'm a highjumper so basically I shift through this all year round. Basically its ok that you hold shin splints, but you need to be icing them everyday after walking, or running, or jump for about 15-20 minutes. For me I prefer to use a tub that get down to about 42 degree F! But after a while they will go away. And also primarily what a shin splint is, is its just a small shred in your leg bone muscle to be precise bleeding slightly and that is why when you rime it, it freezes the blood, releaves the pain, and prevents more blood flow from departure. Hope you pain get better.

Where can I get a local anesthetic for my first aid suture gear?

Ice them. Put ice on the front of your shins and a short time ago rest. They will go away. It is polite to have them because it basically shows that your on your toes and using those muscles. Just ice them, it does wonders.

what you do is (cuz it happen to me b4 during track) you put ur leg in ice cold (i denote ice cold) marine and keep it in that for about 5 mins its going to hurt but it will work and also hold on to sitting on ur ankles it will help too, but at lowest possible put ur leg in the marine at least twice a week, ably I hope this will help you acquire better.
