Should canada hold a 2-tier healthcare system why or why not?

Canada already have a multi-tiered system, so it really isn't a question of should but reather to what extent. Currently masses Canadians already have private form care plans to cover what the deeply limited socialized form care doesn't cover. Items such as prescription drugs, ambulance rides, dentist visit and glassses are all covered by these plans and not the Canadian strength care.Meanwhile, beside items in the robustness care system, in that are different tiers. All Canadians are NOT treated equally. Politicians, federal prisoners, military and emergency service providers (ie police and fire) are all bumped to the front of the line. I can see military and emergency services (they risk their lives for us, so they deserve it) but politicians and criminals??
What you should try and track down is the Quebec Supreme Court declaration in in arrears 2005 or early 2006 which outlines why Canadians own the RIGHT to buy health safekeeping and which will be the opening to buying form insurance for ALL medical issues (what they probably mean by two tie.r)
