If, by "non-profit "you are including the government (and that's questionable as to whether its not-for-profit these days) later YES! Despite all the propaganda to the contrary, the federal gov't could slickly handle this project, it wouldn't cost that much (overhead is already so much lower for medicare programs than for for-profit insurance companies) and everyone could be included. In the alternative, the states could pick up the career. I work for a state that provides an incredible health plan to its force; I don't know why it can't expand that program to all state residents - the leadership is already in place its of late a matter of totalling the additional relatives to the rolls. So, yes, I'm all surrounded by favor of non-profit gov'ts picking up the job of covering its residents and/or citizens.
