He is treating my shoulder pain as a muscle problem, but i consistency that its the bone because i hear it clicking.

If he says no, what rights do i have?

If your symptoms haven't abate within two weeks, go fund and get it re-examined. You can always ask for an X-Ray or MRI, but remember that your doctor have to justify it first.
