it is sweeling and i cant move it and there is a cute and red dots should i go to the doctor and any advice

Its mundane, don't worry, just run it under cold hose down and from your local Co-Operative Store, buy some Hydrocortsione BP 1% and it will be lb5.55, and it will remove dots, quit normal if it continues go to the doctors.
Its normal for it to be swollen. Run it beneath cold water, put a plaster/band aid on the cut and maybe wrap your finger in a cold compress. If the swelling doesn't turn down go to A&E
