I have a friend steal an elderly pt. to the emergency room, he be enormously meagre and could almost not stand, contained by reality he?

he fell down. They were on the wrong side of the hospital for the ER, where the ER entrance usually was be blocked off due to construction. And it was a weekend. Anyway to make a long story short, nobody from the Patient escort service would bring a wheelchair, and the Emergency Room refuse to go out in to the parking lot, they said he had to be brought inside. Finally the police be called by then the people have put him back in the car and driven massively fast thru a one way the wrong way to where on earth the ER entrance is temporarily, almost hitting the police by driving upon the curb? Did you ever hear of such a thing. Are ER personnel in all hospitals disallowed to go into the parking lot for a patient, I have hear similar stories before but today I saw it with my own eyes. What is the rationale for such?
Answers:    My best guess is that it has to do near liability and lawsuits and the fact that there is no access to equipment/meds in a parking lot--which is why it is better to appointment an ambulance than to drive someone to the ER.
