I heard that since a lot of your vein are there. Is that correct though?

you mean for treatment of hypothermia? You do increase body heat by applying heat to areas of the body.but you're better off placing the thaw stuff (heat packs, etc) in the axilla (armpits) and inguinal waterway (hard to say in laymen's expressions - um, the armpit of the leg, where the hip joint is, deeply where your leg attaches to your groin). Also the neck below the chin is another good location.
There you will get access to leading blood vessels (axillary artery/vein for axilla, external illiac artery/vein for inguinal canal and carotid arteries/jugular vein in the neck) because at these locations they are close to the surface.
These blood vessels are much larger than those at the wrist and ankle and hence can take more heat. If you warm the blood at these location sufficiently the heart can pump the bake to the entire body.
Also, if you wanna cool someone down you can apply cool packs in one and the same locations.
