Today I fell and hit my elbow on the ground..it was cement...It really hurt and still does.I got a cut a a small brusie...My mom also said it looks swallen and it sticks out more than the other...What do you reason is wrong?

The bone could be displaced or it could be a fracture. You need to seek medical attention to seize it cheeked out before it gets worse.

If you hold good range of movement at the elbow it si probably not broken but unsuccessfully bruised.
Apply icepack and some arnica. A compression bandage may help minimise swelling but engender sure you do not bind it too tight & decrease blood supply to your fingers (pressng on a fingerneail and checking how quick colour comes rear legs to nailbed will check this)

If you cannot move elbow without a lot of spasm I wuld visit your emergency department. You do not want to have a fracture beside an open wound as this can intriduce bacteria to the fractured bone.
