Poison Ivy? I am struggling beside it body and garden?

I thought I got it all, I come into contact 3 years ago, I have done all the reading up through the internet and also any articles I can find. I own been to the Doc's and have prescription cream, but still it is not satisfactory.
Does anyone have any tricks to getting rid of it on the grounds?
and I just can't believe I hold spots on me again. It is like someone splattered me with a spray of milk. Not closely just spots all over. What a mess and so prickly and itchy. Any suggestions?

Answer:    To get rid of the actual plant: http://www.nps.gov/phso/ipm/poisonivy.ht...
It talks roughly ridding it from a public park, but the actual removal methods would work just as well for your courtyard.
To get rid of the rash: sorry, but you're simply going to have to wait it out. The prescription cream is probably to control the itching a bit than actually get rid of the impulsive. The rash goes away by itself within about 2 weeks and treatment of it is usually confined to treating the itching unless you're having an allergic impulse.
