Yep. you have to try to stop the bleeding by applying direct pressure on the bleeding site. Use a sterile gauze or a wound dressing to cover the wound first, to prevent infection.

If bleeding soaks throught the gauze or dressing, do not remove it, but apply another dressing over it. Your aim is to prevent shock to the casualty from losing too much blood.

As for the severed finger, place it in a plastic backpack, and place the whole bag contained by ice, labelled it and exceed it to the EMS or paramedic, to be sent to the hospital with the casualty.

Chilling the severed finger will increase the chances of the finger self able to reattach back to the mitt of the casualty.

Oh yah... one of the important thing... you must reassure and hushed the casualty down, as at that point of time, he/she might be very panic and hesterical.

Agreed, the most impressive thing is to stop the bleeding. This means pressure (tying the wound up beside something), also if possible elevate and immobilise the injured arm (e.g. a sling). Keep the person still and silence, preventing their blood pressure from jumping will slow the bleeding also.
Remember that if there is profoundly of trauma or blood loss, the person may also go into shock, within which case, keep them heat up and calm, lie them down and elevate the foot, and loosen any tight clothing or jewellery.

If you still have the severed digit and it's not completely mangled afterwards wrap it in plastic and bring it to the ER. Put it on ice too if you can but don't forget to plastic-wrap first or it will be frostbitten!

Edit: Yes, other use a sterile dressing first if possible. However, if you are in a situation where on earth you don't have anything sterile (i.e. no first aid kit), then bandaging next to whatever you have is better than nil.

Try to preserve the severed digit, by wrapping it in plastic, and placing it on rime. This will give the doctors a chance to re-attach it. Keep the personality as calm as possible, and elevate their feet to prevent shock from blood loss, until paramedics arrive.
