I would say a splinter is worse than a paper cut. Although both could be equal.
A splinter is a foreign raise objections under the skin. It poses risk for infection big time if it is not removed. It could also lead to headache and swelling in the area.
A daily cut on the other hand I feel is for a while better than a splinter because the blood tends to flush out some of the bacteria. Only valid time a paper cut is worse is if that person have a clotting disorder such as hemophilia. .
