I would only ask her if she is using rubbing alcohol and if she is for what. No point in just jump to conclusions or making assumptions without have any facts present. And if your suspicions prove to be right, I would bring her to see someone she can talk to going on for it such as a Psychologist I would not bring her to an addictions group or anything of that personality.

well shes your sister. tell your mom or dad. telephone call them. tell everyone you know ur grandparents aunt uncle. if she go to school transmit the nurse. let everybody know teacher so they can stop her. dont let her buy it at adjectives. if she needs it she nees supervision. you dont want to surface guilty when she dies from it. if you help stop her and she go at least you no u be tryingyou should know how to tell if you look at her and examine her as soon as she comes out of bathroom as she will be acting differently than normal
Well she is not sniffing it dear she is washing next to it. But it tends todry out the skin if you don't put any type of lotion on after wash with it.
I am not expert but it is importantly doubtful that she is sniffing rubbing alcohol. Now if you fin a bottle of Isopropel Alcohol and a rag next you may have a problem.
But freshly rubbing alcohol there is nought to fear.
Her is something that you can do after she have finish bathing and she is all dress budge and give her a big hug.
If she is basically bathing with it you will smell it slightly.
