Depending on his financial situation, he could qualify for charity. All of the hospitals that I've worked have written bad bills as charity cases. When you're at the hospital, ask to talk to a grip worker or designated charity rep.
On another hand, check for free clinics in your county. Usually they're in close proximity your city hall. Try looking online for your local county website and try giving them a beckon to see if they have any clinics available close you.

It's a rule of thumb that ERs see emergency regaurdless of insurance status. I'm not sure if they accept populace being admit without it but I know they see empire who don't have insurance.

He can to budge a "Charity" hospital aka "Memorial" hospitals...Otherwise he could go to a clinic.have him go to the county hospital and emphasize himself an indigent (unable to pay) they will ask him about his income and next bill him on a sliding scale. If his income is nothing then his bill will also be pretty close to nought. He will have to dally a bit longer but will get duplicate standard of care(sometimes even better)
He can go to a regular private ER as capably but will get billed at lowest possible 500 bucks. If he is planning to move here eventually, its probably not such a great idea to F%%k up his credit. If not afterwards then don't verbs about the bill when it arrives...a short time ago blow off paying it. It without a doubt won't affect his credit in Brasil
By Law both ER's must see him regardless of his Immigration or Insurance status.
