All living beings ( single cell organisms to human beings and animals) except certain variety o anaerobics practise pranayama but inefficiently.

With proper training by teachers of Yoga , one can increase/improve the intake of Oxygen and improve the quality of blood and circulatory system, showing advance in form.
Any one can practise Pranayama, but needs training.
Otherwise,simply follow,'wide breathing technique' as many times as possible throught the time.

Of course pranayama can be practiced by anyone. One should be aware of the diseases they have and ask the Expert within this field wich pranayama will be right for one.
Like surrounded by Art of Living, I asked one istructor if Bhatsrika pranayama was honest for people beside diabetes and heart problem and they told it should be avooided.
