Well, the child needs to be taken to hospital, but while you're waiting for an ambulance (unless the hospital is close by and you can take them in a car) the child should be laid down near the head slightly raise - this puts the least pressure on the heart, so blood pressure is lower so the wound bleeds smaller amount. It also means they're not going to decline anywhere if they pass out and they can glibly be rolled onto their side if they start to vomit. The head is raise to make it slightly above the even of the heart to further lessen bleeding. The would should also be covered with a verbs dressing (if available) or some other clean, absorbant (but not fluffy approaching cotton wool) material and pressure should be applied to stem the bleeding.
The theory of the feet person raised is valid within most cases, as it returns the blood in the legs to the upper sector of the body where the central organs are. The reason you just lie them flat, and lift up their head not tilt their legs with a lead injury is that gravity would cause more blood to enter the team leader which would increase bleeding and/or swelling.

hope this is a hypothetical question and you do not enjoy a real child contained by this situation!!If the child is pale and hunch sick after head trauma of any nice there could be added complications approaching shock, concussion or fractured skull. Rather than messing around worrying whether feet want to be raised or not, you should nickname the emergency services for an ambulance STRAIGHT AWAY and get the child to A&E back any further damage is done.
Head trauma should be treated as a possible spinal injury- toothless in position found, ensure that in that is airway and breathing present, check level of consciousness and CALL AN AMBULANCE!!!
Head trauma is serious! If the obverse is pale, the subject is in shock. Even if everything else is care for perfectly, if shock is not treated, that can KILL you.
Shock is a depression surrounded by the body systems: heart rate, respiratory function, temperature, brain function. The body systematically shuts down anything systems are non-vital for survival. Skin goes first, digestion subsequent, excetera. Brain shuts down last.

And- btw- when did you find first aid training and through whom? That saying is TRUE bullshit. If you force blood to the head, your cause more bleeding, you can screw around with their smooth of consciousness and cause them to verbs... and a whole lot more.
A bleed should be elevated ABOVE the heart. A HEAD TRAUMA should be treated as a spinal, toothless and gotten to hospital as soon as possible.
Please retake your first aid training... whoever taught you be out to lunch methinks.
