Maybe the third toe is shrinking making it appear the second toe is curving more. Seriously though, she should see a doctor if it hurts and how lucky for her to own a daughter like you who laughs near her and is also sincerely concerned about her. Best to both of you.

Yes, she should definitely see a podiatrist.Although I suspect her problem may not be "growing" toes. A more predictable explanation is that like plentifully of women, your mom wears nice looking but very badly uncomfortable shoes.
Women's shoes can be brutal (especially heels) because they normally cramp toes, twist knees, etc. I've see several women whose second toe appears to be curving towards another toe - but that's due to the shoes they wear, not abnormal growth.
And most people's second toe is longer than their big toe, so that's zilch to worry nearly.
I nag my wife all the time to wear more sensible, comfortable shoes because when I'm walking near her, I have to listen to her complain just about her knees hurting, her toes cramping, her ankles aching, etc.
