I have a 4 level cervical fusion 6 months ago and one height did not fuse. are there any danger from this?

Its hard to speak. Who told you it didn't fuse? What did this doctor say you should do? Fusing is form of a lame cure for back problems. A lot of the time, the affliction and problems just hold moving up your back (or down within your case).
I'd get a second evaluation if I were you.
