my rib cage does not hurt and my skin when pulled up does not hurt nor when i poke it, the solely thing i can guess of is a never causeing this cause there are no muscles or tendents in attendance "so it feels like" wheat could it be??

This is near your lymph nodes. Pulling down will the skin shouldn't irritate them, unless here is something wrong. There are 2 major things that can affect your nodes.
