So I noticed a small bump on my knees cap that moves. There is no agony or swelling. What could it be?

Do I need to jump to the doctor? Is it a bone chip? Does it need to be removed? Thoughts?

Ulcer on tounge?

You are probably have prepatellar bursitis, which is an inflammationof a bursa in your knee. A bursa is a fluid - bursting sac that acts as a cushion between tendons, bones and skin.
It occur from overuse, a direct blow to the knee, and from frequent kneel.
You should see your doctor and ice it for 20-30minutes every 4 hours, wrapping an ace lint, taking Aleve or Advil.
Good luck
