I realize that your son "lives" for football but he is 8 yrs old...at hand is no way that the boy will be heal up and strong enough to play football by Sept 1. I suppose 12-16 wks to be back to hard by 100% is more realistic. Have him sit at smallest the first half of the season out if he can, if then the unbroken season. There is no reason to risk serious incapacitate at age 8 to play any sport.

He's 8, he'll play football again, but if you rush him put money on too soon it'll never heal properly and afterwards when he'll really want to be playing football, say High School, he won't know how to. when an arm breaks it does restore to health back stronger than past but yeah it could still be weakened ..
