Why do some all-purpose health perfectionism models disallow, or strongly restrict, private insurance as a supplement?

The Canada Health Act restricts coverage for private insurance by making private provision of most health care services forbidden. Although several insurance companies do offer supplemental insurance through employer, they cannot coverage for any care that the management already covers. This has be challenged by several private clinics, most distinctively in Vancouver by Dr. Brian Day, managing partner of Cambie Surgery Center. The issue of private support has become to some extent heated due to the long lines of patients waiting for joint replacements and other procedures the vigour care system have neither the capacity nor the use to provide on a timely basis. The Act stipulates that condition care services be publicly administered and hence subject to public sector unionization. This creates inefficiencies in terms of paperwork flexibility of scheduling, job description reassignment, and rule. Performance measures cannot be implemented resourcefully and under performing workers are not glibly replaced or disciplined. My personal view is that a supplemental robustness care system complete next to private care and insurance would benefit the current system by reducing waiting times and providing a side by side comparison of the two labour models.
