The mission statement is a legal concern. I have be told in frequent different settings not to violate it or you can get within much trouble. You just hold to follow the legalities.
I can only guess what a values statement is. Sounds resembling a bunch of hogwash. But it might serve to placate somebody.
With some glaring exceptions, most health protection professionals are idealistic and ethical.
